The Plainview Firefighter’s Retirement Fund Board (“PFRFB”) consists of seven members as follows: the Mayor, the City’s Finance Director, three City firefighters and two civilians. The civilian members are elected by the Board for two year terms. The PFRFB oversees the general administration of the locally controlled retirement fund for the City’s firefighters. More specifically, members of the PFRFB guide the fund’s design, approve new memberships, control fund disbursements, and routinely monitor the fund’s actuarial soundness.
NOTE: The PFRFB is the ONLY City Board whose members are not appointed by City Council. Civilian members are elected by the current PFRFB members, as vacancies occur.
Level of Authority: The Plainview Firefighter’s Retirement Fund Board is the final authority on all matters for which it is responsible. A person aggrieved by a decision of the Plainview Firefighter’s Retirement Fund Board relating to eligibility for or amount of benefits payable by the Plainview Firefighter’s Retirement fund may appeal the decision to the Texas State Office of Administrative Hearings with proper notice to the Texas Pension Review Board.
