Building Permits & Inspections
Building Permit & Inspection staff are responsible for reviewing construction plans and issuing permits to ensure proposed construction work meets the safety requirement of the code.
Building Inspectors inspect structures during construction to ensure that all fire, building, electrical, mechanical, plumbing, and energy codes are met as required by the adopted ICC Building Codes.
Development Process
The City of Plainview oversees the development of land and construction of structures to promote the health, safety, welfare, and protection of property investments of current and future citizens. The Development process is guided by the 2013 Plainview Comprehensive Plan.
Every Development Project must:
- Have Proper Zoning for Intended Use
- Be Platted properly for the Lot that includes easements and rights-of-way
- Receive Valid building permit
- Inspected during construction
- Receive all required Final Inspections To issue a Certificate of Occupancy
Step-by-Step Checklist 
Requirements
- All detached accessory structures (residential) more than 200 sq feet
- Carports
- Demolitions
- Fences more than eight (8) feet tall
- Garage or carport conversions
- New driveway approach / alteration of existing driveway approach / work is being done in the right-of-way
- New or remodel residential and commercial buildings
- Patio covers if attached to the main structure / more than 200 sq feet
- Porch enclosures
- Retaining walls over 48 inches
- Roof replacement
- Room additions
- Signs
- Solar Panel Installation
- Decks more than 32 inches in height
Permits - Remodeling / Making Repairs
- Air conditioners, evaporative coolers or furnaces being added or relocated
- Connecting irrigation systems to a water supply
- Electrical circuits being added or relocated
- Gas line or gas-fired equipment installations or repairs
- Sewer and water line installations or repair / replacement
- Sinks, toilets, tubs, or showers to be added or relocated
- Wall removals or relocations
- Water heater replacement or relocation
- Water softener installations or replacement
- Window or exterior doors in which sizes or locations are being changed
